A Senior Research Fellow at the Center for Euro-Atlantic Security at the MGIMO University of the Russian Foreign Ministry, a Consultant at PIR Center, a member of the Deep Cuts Commission and expert at Valdai Club International. He has previously served as a Research Fellow at the Center for Global Trends and International Organizations of the Diplomatic Academy of the Russian Foreign Ministry, PIR Center «Russia and Nuclear Nonproliferation» Program Director and the Editor-in-Chief of monthly e-bulletin “Yaderny Kontrol” (“Nuclear Control”). Mr. Baklitskiy was a Visiting Research Fellow at the Center for Strategic and International Studies (CSIS) in 2019-2020. He taught courses on nuclear nonproliferation and emerging technologies at the MGIMO University and the Diplomatic Academy of the Russian Foreign Ministry. He regularly contributes to Russian and international media and has authored numerous articles and reports. Mr. Baklitskiy graduated from the Urals Federal University with a specialist diploma in regional studies. His expertise includes nuclear arms control, nuclear non-proliferation, Iranian nuclear program, and US-Russian strategic relations. 09/20

Graduate of the Faculty of International Relations of the Ural Federal University. He has been working at the PIR Center since September 2019. He has held the positions of intern, consultant. He completed an internship at Representative Office of the Ministry of Foreign Affairs of Russia in Yekaterinburg in the summer of 2018. A participant in the Writing and Science school for young nonproliferation experts (organized by Ural Federal University with the support of the Swedish Radiation Safety Authority) and the PIR Center course at the Ural Federal University "The future of global security and nuclear nonproliferation". He is a grant specialist in Young Middle East Researchers Association (Ural Federal University, Yekaterinburg). Oleg Demidov graduated from the School of Public Administration at Moscow State University of Lomonosov in 2010. Currently, Oleg has been working on his Ph.D thesis at Moscow State Institute of International Relations (MGIMO University). In 2011-2012, he held the position of Project Coordinator at Center for Political and International Studies (CPIS) under the International Federation for Peace and Conciliation. In 2012-2016, he has served as an expert to the Commission on Information Security and Cybercrime at the Russian Association for Electronic Communications (RAEC). He is a graduate of the International Summer School of the PIR Center for global security issues. In 2012-2014, he held the position of Director of the Program International Information Security and Global Internet Governance at PIR Center.  In 2011-2014 Oleg participated in the international project “A Twenty-First Century Concert of Powers” conducted by Frankfurt Peace Research Institute (PRIF). In 2018, being a Head of the Analysis and Forecasting Department of the Tatarstan Entrepreneurship Support Fund, he collaborated with the Ministry of Economy of the Republic of Tatarstan in developing projects for digital transformation of the Republic's economy. From February 2019 to February 2020, he was a Cyber Portfolio Researcher at the United Nations Institute for Disarmament Research (UNIDIR). Currently, he is an independent researcher. Since 2015, he has been working with the PIR Center as a freelance consultant. He is the author of a number of research articles on information security, cybersecurity, and global internet governance in PIR Center’s Security Index journal and other editions. He took part in for a organized by the Internet Corporation for Assigned Names and Numbers (ICANN), the International and Russian Internet Governance Forum (IGF/RIGF), the European Internet Governance Dialogue (EuroDIG), the international Information Security Forum in Garmisch-Partenkirchen, and other industry events. Expertise: international legal regulation in cybersecurity area, security and legal regulation of critical information infrastructure, security issues in the context of digital transformation of economic and management sectors, political and legal issues of Internet governance. 07/20

Had internships in the Foreign Relations Department of the Governor of Krasnoyarsk Region and the Ministry of Foreign Relations, Investment Policy, and Economic Development of the Governor of Krasnoyarsk Region. Worked as a foreign trade manager in the private company on the import of goods from China. Has been having an internship at the PIR-Center on the NPR program since June 2020. Writes his blog on the website of the PIR-Center, also has publications in the monthly bulletin “Yaderny Control” (“Nuclear Control”). In 1990, he graduated from MGIMO University. He worked in the Foreign Ministry of the USSR/Russia, in the Moscow News newspaper. In 2000-2002, he studied Management in the Military-Technical Cooperation course at the Russian Foreign Trade Academy.  Since 1994 he is a Research Fellow at the PIR Center. Research Fellow of the Center for Global Studies & International Organizations of the Institute for Contemporary International Studies of the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation. He is a Member of the Expert Council on the International Humanitarian Law of the State Duma of the Russian Federation, participant of the International Panel on the Regulation of Autonomous Weapons Systems (IPRAW), participant of the Russian-American Dartmouth dialogue. He has more than 300 publications on international security issues. His research interests include military artificial intelligence, new weapons systems, arms control, Russia's military-technical cooperation with foreign states, strategic stability, Russia-US and Russia-NATO relations, Central Asia and Afghanistan, and illicit arms trade. 09/20
