Linton F. Brooks is an independent consultant on national security issues, a senior adviser at CSIS, a distinguished research fellow at the National Defense University, and an adviser to four of the U.S. Department of Energy (DOE) national laboratories. He served from July 2002 to January 2007 as administrator of DOE’s National Nuclear Security Administration, where he was responsible for the U.S. nuclear weapons program and for DOE’s international nuclear nonproliferation programs. Ambassador Brooks has five decades of experience in national security, much of it associated with nuclear weapons. His government career has included service as deputy administrator for nuclear nonproliferation at the National Nuclear Security Administration, assistant director of the U.S. Arms Control and Disarmament Agency, chief U.S. negotiator for the Strategic Arms Reduction Treaty, director of defense programs and arms control on the National Security Council staff, and a number of U.S. Navy and Defense Department assignments as a 30-year career naval officer. Ambassador Brooks holds degrees in physics from Duke University and in government and politics from the University of Maryland and is a distinguished graduate of the U.S. Naval War College. He has been associated with the CSIS Project of Nuclear Issues (PONI) since its inception.

His main task is consulting on the implementation of the United Kingdom's contribution to the Global Partnership in respect of non-proliferation and physical protection. Recent work has included working alongside project implementation teams assisting a variety of research and operational institutes in Russia and Uzbekistan to enhance their physical security arrangements. A former Royal Navy submariner, he served as a warfare officer between 1977 and 2004. During his final four years he was the Royal Navy's Fleet Security Officer during which he advised on all aspects of security, while overseeing the day to day implementation of security policy in the Fleet. Vitaly Churkin is a Russian diplomat. He graduated from Moscow State Institute of International Relations (MGIMO) in 1974 and holds a doctorate in history. He holds the title of Ambassador Extraordinary and Plenipotentiary. He served in the Ministry of Foreign Affairs both domestically and abroad (United States, Belgium). In the Soviet Union, Churkin was an advisor to the Minister of Foreign Affairs from 1989-1990, Press Secretary for the Minister of Foreign Affairs E. Shevardnadze, Head of the Office of Information of the MFA, and member of the MFA Collegium. In 1992, he was appointed Deputy Minister of Foreign Affairs of the Russian Federation. He is the co-author of Contain and Engage: A New Strategy for Resolving the Iranian Nuclear Crisis (March 2007), two editions of Deadly Arsenals: Nuclear, Biological and Chemical Threats (2005 and 2002), Universal Compliance: A Strategy for Nuclear Security (March 2005) and WMD in Iraq, (January 2004). He has held positions at the Henry L. Stimson Center, the U.S. Information Agency, and the Center for Strategic and International Studies. He is an honors graduate of Boston College and holds a Masters of Science with highest honors from the Georgetown School of Foreign Service. He is happily married with two children. Born in 1959, Mr Cooper is a graduate of the University of Canterbury, and University of Pennsylvania.  He joined the Ministry of Foreign Affairs in 1985, and worked in the Americas and Economic Divisions of the Ministry.  He studied Japanese at the US State Department Foreign Service Institute in Yokohama before a posting as Second Secretary at the New Zealand Embassy in Tokyo, from 1989-91.  Mr Cooper then worked in the North Asia and Australia Divisions of the Ministry before being posted as First Secretary (later Counsellor) at the New Zealand High Commission in London, from 1994-98.  He was Consul-General in Osaka from 1998-1999, and Deputy Head of Mission in Tokyo from 2000-2003.  He was Deputy Director of the Ministry’s Security Policy Division from 2003-04, and Private Secretary and then Foreign Affairs Adviser to the Minister of Foreign Affairs from 2004-06.  From 2006-09 Mr Cooper was Ambassador to Turkey, accredited also to Israel, Jordan and the Palestinian Authority.

From 2003-2007 Mr. de Klerk was Ambassador at Large for Human Rights at the Netherlands Ministry of Foreign Affairs and after that (2007-2011) he was Deputy Permanent Representative of the Netherlands to the United Nations in New York. Between August 2011 and August 2013 he was the Netherlands Ambassador in Jordan.

From 1998 to 2003  he was Director of the Office of External Relations and Policy Coordination of the International Atomic Energy Agency (IAEA), Vienna. 

In the earlier phases of his career he was Counselor at the Netherlands Embassy in Bonn, Head of the Arms Control Section at the Ministry and First Secretary/Counselor at the Permanent Mission to the United Nations and the IAEA, in Vienna. From 1992-1998 he was a member of SAGSI, the IAEA Standing Advisory Group on Safeguards Implementation. During the year 2011-2012 he was Chairman of the Nuclear Suppliers Group.

He has an MSc, Physics (1977, cum laude) and an MSc in Mathematics from the University of Amsterdam (1978).  He also studied philosophy there.

Oleg Demidov graduated from the School of Public Administration at Moscow State University of Lomonosov in 2010. Currently, Oleg has been working on his Ph.D thesis at Moscow State Institute of International Relations (MGIMO University). In 2011-2012, he held the position of Project Coordinator at Center for Political and International Studies (CPIS) under the International Federation for Peace and Conciliation. In 2012-2016, he has served as an expert to the Commission on Information Security and Cybercrime at the Russian Association for Electronic Communications (RAEC). He is a graduate of the International Summer School of the PIR Center for global security issues. In 2018, being a Head of the Analysis and Forecasting Department of the Tatarstan Entrepreneurship Support Fund, he collaborated with the Ministry of Economy of the Republic of Tatarstan in developing projects for digital transformation of the Republic's economy. From February 2019 to February 2020, he was a Cyber Portfolio Researcher at the United Nations Institute for Disarmament Research (UNIDIR). Currently, he is an independent researcher. Dr. Lewis A. Dunn now is an Independent Consultant after nearly three decades as a senior project manager and analyst at Science Applications International Corporation (SAIC). He is devoting his time to analysis and writing on issues of reducing global nuclear risks, arms control and nuclear disarmament, and nuclear non-proliferation. As a former U.S. Ambassador for the Nuclear Nonproliferation Treaty (NPT) Review Conference, he continues to be actively engaged in NPT issues. He participates in the continuing process of semi-official U.S.-China strategic nuclear dialogues, with a focus on possible initiatives to put in place a process of U.S.-China mutual strategic reassurance and restraint. He also is a consultant to the Nuclear Threat Initiative (NTI), providing support to the International Partnership for Nuclear Disarmament Verification.  He has recently been invited to become a member of the United Nations Secretary General’s Advisory Board on Disarmament. From 1987 until early 2017, Dr. Dunn was employed by SAIC, including over two decades as a senior manager. Dr. Dunn is a former Assistant Director of the U.S. Arms Control and Disarmament Agency and served as Ambassador to the 1985 Nuclear Nonproliferation Treaty Review Conference. Prior to joining the Reagan Administration in 1981, he was a Senior Analyst at the Hudson Institute. From 1969-1974, he taught Political Science at Kenyon College. After taking three years off for his Ph.D, he then joined in 1994 the French Embassy in Washington as economic advisor, dealing with the US defense and aerospace industry consolidation (Boeing/McDonnell Douglas, Lockkeed Martin, Northrop Grumman). In 1998, he moved to NATO headquarters (Brussels) as a political advisor to the Assistant Secretary General for Defense Support. He participated in the testing of the first Soviet nuclear-powered ballistic missile submarines and the first submerged launches of ballistic missiles. He is a graduate of the Senior Managers in Government program at Harvard University. Dr. Ifft began his government career at the U.S. Arms Control and Disarmament Agency. He then moved to the State Department, where he continued to work on strategic arms control, as well as on constraints on nuclear testing, serving as the Deputy U.S. Negotiator at the 1974 negotiations on the Threshold Test Ban Treaty in Moscow. In 1978, he accepted a detail to NASA for three years, serving as Head of the Office of International Program Policy and Executive Secretary of the U.S.U.S.S.R Space Cooperation Agreement. Upon returning to the State Department, he served as Senior Policy Advisor and then Senior State Department Representative to the START negotiations in Geneva. After that he became Deputy Director of the OnSite Inspection Agency. In 1998, he became Senior Advisor and State Department liaison to DTRA until his retirement from the Senior Executive Service in 2002. He also served as the last U.S. Commissioner for the ABM Treaty until the U.S. withdrew from the Treaty in 2002. Dr. Ifft has lectured at many universities and government laboratories and in more than 10 countries. Dr. Ifft continues to work parttime in the State Department as a Foreign Affairs Officer.

Before joining the IISS, Mr. Elleman spent five years at Booz Allen Hamilton, a U.S. consulting firm, where he supported the implementation of Cooperative Threat Reduction programs sponsored by the U.S. Department of Defense and the Department of Energy. He also provided weapons proliferation analyses to the Advanced Systems and Concepts Office (ASCO) at the Defense Threat Reduction Agency (DTRA). Biography :

Alejandro I. Estivill was born in Mexico City and holds a first degree in Hispanic Literature (Universidad Nacional Autуnoma de Mйxico). He obtained an MA and a PhD in Literature at El Colegio de Mexico. He also holds an MA in Diplomatic Studies.

Fadi Chehadé, age 50, is a citizen of Egypt, Lebanon, and the United States. He was born in Beirut, Lebanon, to Egyptian parents and left the then war-torn country in 1980 at the age of 18. He speaks fluent Arabic, English, French, and Italian.

Mr. Chehadé is a graduate of Stanford University, where he earned a master's degree in Engineering Management. He earlier earned a bachelor's degree in computer science from Polytechnic University in New York, where he graduated Summa Cum Laude.

Fadi Chehadé's career has been defined by building consensus and promoting collaborative technologies and practices. He has more than 25 years of experience in building and leading progressive Internet enterprises, leveraging relationships with senior executives and government officials across Asia, Europe, the Middle East and the United States. Most recently he served as Chief Executive Officer of Vocado LLC, a U.S. firm that is a provider of cloud-based software for the administration of educational institutions. Prior to Vocado, Chehadé was CEO of CoreObjects Software, Inc., a leader in new product software development services for both large and growing companies. He oversaw the expansion of the company to include more than 400 engineers and its successful acquisition by Symphony Services.

Prior to his role at CoreObjects, Chehadé served as the General Manager of IBM's Global Technology Services in the Middle East and North Africa. Based in Dubai, he led a team across an emerging region experiencing high growth. He also built and managed a new global business for IBM, providing managed services to large clients in telecommunications, aerospace and retail to improve the accuracy, depth and timeliness of business information visibility across demand and supply chains.

Chehadé founded and has led three companies since 1987, including Viacore, RosettaNet, Nett Information Products and others.

Mr. Chehadé lives in Los Angeles with his wife of 25 years. They are the parents of two adult sons.

Doctor of Political Science. Valery Fedorov was born in 1974. Graduated from Moscow State University (Department of Philosophy). Holds a PhD in Political Science from MSU (2008) with an emphasis on History and Theory of Political Science. Worked in the Institute of Mass Political Movements at the Russian-American University (1991-93), the Centre for Political Trends (1993-2003), Institute of Social and Political Research of the Russian Academy of Science (ISPI RAN) (1997-2003), Centre for Social Information ISPI RAN (2003-2006). Since September 2003 has been Director General of the VCIOM, where he also heads Expert Council. Valery Fedorov is the member of VCIOM Board of Directors (since 2006). He is also the Chief Editor of the "Monitoring. Social and Economic Changes" scientific journal (since 2003). In 2008 Valery Fedorov was awarded the Medal of the Order of Merit for Motherland II class. PIR Center Advisory Board member since 2011.

Leading expert on international security issues, including energy security and arms control. His name and numerous publications on strategic armaments, tactical nuclear weapons, anti-missile defense, and missile warning systems are well known both in Russia and abroad. Headed the team of authors and wrote several chapters in the UNDP's annual Human Development Reports for the Russian Federation. Professor at MGIMO. Also worked at King's College in London, doing research and teaching within the Program on Post-Communist Security Studies. PIR Center Board Member and Security Index Editorial Board Member.

Ambassador. He is also Director General of the UN Office in Vienna. His roles include the promotion the reforms launched by the Secretary General to adapt the UN to the global challenges of the 21st century. He graduated from the Moscow State Institute of International Relations in 1971. He has held many foreign service positions to the UN and at Russian embassies in Algeria and India. In 2002 he was appointed the Deputy Minister for Foreign Affairs (Russia) and held this post until 2005. From 2005 until 2010 he held the post of Ambassador of Russia to the United Kingdom.
