Ms. Holgate joined NTI after serving in a number of senior positions in the federal government. She managed the Cooperative Threat Reduction program at the U.S. Department of Defense, which provides assistance to Russia and the new independent states in securing and destroying excess nuclear, chemical and biological weapons and materials. She also served as director of the Office of Fissile Materials Disposition at the U.S. Department of Energy. Dr. Lewis has lectured in Physics at the University of Auckland in New Zealand, from where she also carried out research at the Australian National University in Canberra, and as a visiting lecturer at Imperial College London. She has also worked as a volunteer at the Rehabilitation Centres for Children, and at the Thakurpukur Cancer Centre in Kolkata, India. Graduated from Moscow Combined Arms Command School in 1971 and assumed command over a platoon (later, company and battalion) with the Group of Soviet Forces in Germany. In 1979, he earned a degree at Frunze Military Academy and reported to the then Transbaikal Military District as deputy regiment commander, deputy division commander, motorized rifle division commander. In 1993, graduated from the General Staff Academy and was appointed as Chief of Staff, Russian Joint Forces in Tajikistan, and later was assigned to Volga Military District as the Chief of Staff. In 1998 he took up the post as Land and Seashore Force Commander at the Baltic Fleet. He started working on the Internet in September 1990 by becoming one of the first operators of a FidoNet Bulletin Board System in the capital of Bulgaria - Sofia. By 1993 he had founded the second Internet Service Provider in the history of Bulgaria, which later became BOL.BG. In 1995, he founded the non-profit Internet Society of Bulgaria, of which he's currently chairman of the Board.

He has served on the Boards of ICANN, the Internet Society, CPSR, Sofia New Symphony Orchestra, and others. In 2003 he ran for mayor of Sofia. In 2006-2009 Veni Markovski supported the work of the Bulgarian State Agency for Information Technologies and Communications by advising its chairman on international ITC-related issues. He has also been expert to several Bulgarian Parliaments, and is among the contributors to different laws, among them the Telecommunications Act, the Penal Code (computer crimes chapter), the Electronic Document and Digital Signature Law, the Copyright Law, and others.

Mr. Markovski is graduate of the Sofia University "St. Kliment Ochridski" with a master of science degree in Law (1993). He has published in dozens of Bulgarian and foreign newspapers and magazines since 1984, and is a frequent presenter at IT- and cybersecurity-related conferences around the world.

Veni Markovski has extended knowledge of the Russian history and culture, as well as the cultures of the countries in the region he's responsible for within the ICANN's Global Partnership Program.

Mr. Milashevsky was born on November 12, 1960. In 1983, he graduated with honors from Kiev High Engineering Radiotechnical School of Air Defense as an electronics engineer with a  specialization in Automatic Control Systems (ACS). In 1990, he earned a degree of Candidate of Engineering Sciences from the graduate military course of the Ministry of Defense.

From 1996 to 1998 he received his MBA at the High Business School under the Ministry of Foreign Economic Relations and Trade of the Russian Federation IEMI (European Institute of International Management, Paris), where his specialization was Russian and International Business.

From 1983 to 1993, he served in the armed forces of the USSR and Russia. From 1994 to 1998, he was the Director of Operations Development Service, Financial Manager, Board Member, and Vice-President for marketing and sales at Vympelkom PLC and enterprises of Vympelkom group.

Since 1998, he has been a charter member, director, and chairman of the Board of Directors at Interval CJSC (software design, system integrator) and SmardCardLink CJSC (content-aggregator, remote transactions operator). From 2004 to 2007, being a cabinet minister of the Chechen Republic, he served as Minister of Transport and Communication of the Chechen Republic.

On February 3, 2011, in accordance with Decree NO.105-K of the Ministry of Communications and Mass Media of the Russian Federation, he was appointed to the post of Director of the Department of State Policy in Information Technologies and Informatization Coordination of the Ministry of Communications and Mass Media of the Russian Federation that was founded on January 12, 2011.
