Dauren Aben holds a Master’s in International Relations from Kainar University, Almaty, Kazakhstan, and a Master’s in International Policy Studies and certificates in nonproliferation studies, conflict resolution, and commercial diplomacy from the California-based Monterey Institute of International Studies. He previously worked as the executive director of the Almaty office of the Monterey Institute’s James Martin Center for Nonproliferation Studies (CNS), whose monthly newsletter International Export Control Observer he co-edited. He remains affiliated with CNS as the regional representative of its Eurasia Nonproliferation Program. He also serves as the regional representative of the Security Index journal published by the Russian Center for Policy Studies (PIR Center) and is a member of the Nuclear Threat Initiative’s international panel of experts for the Nuclear Materials Security Index. Before joining CNS, Dauren worked as a consultant for the World Bank health and sanitation pilot project in the Aral Sea Region and as a Project Manager for the Giller Institute (JSC Karavan), the Research Group Central Asian Project, and the Kazakhstan Investment Promotion Center KAZINVEST. In addition to nonproliferation and export controls, his research interests cover various aspects of regional security in Central Asia. Dr. Aboul-Enein has previously served as Head of the Political Section and Counselor for Disarmament at the Permanent Mission of the Arab Republic of Egypt to the UN and to the Conference on Disarmament in Geneva. He is the former Director of the United Nations Affairs Department at the Egyptian Ministry of Foreign Affairs and worked earlier in the cabinets of two ex-Egyptian Foreign Ministers. Early in the 1990s, he worked as a Research and Teaching Assistant at the Political Science Department, American University in Cairo. Dr. Aboul-Enein has published a number of papers and articles on nuclear disarmament, security & WMD free-zone in the Middle East.

Dr. Aboul-Enein holds a Master of Science in Politics and Government of the Middle East from the School of Oriental and African Studies, UK. He has completed his Ph.D./M.Phil. in International Relations and Foreign Policy Making with a specialization in the Middle East from the American University in London and the University of London. Acton is the author of two studies into deterrence: “Deterrence during Disarmament: Deep Nuclear Reductions and International Security”, and “Low Numbers: a Practical Path to Deep Nuclear Reductions”. He co-chairs the Next Generation Working Group on U.S.-Russia arms control and is the joint UK member of the International Panel on Fissile Materials. Ambassador Wael Al-Assad is currently the Representative of the Secretary General for Disarmament and Regional Security and the Director of Disarmament and Multilateral Relations at the League of Arab States. Al-Assad is responsible for coordinating Arab positions on arms control and disarmament issues at different international forums and proposing policies to Arab League’s Council at the ministerial and summit levels. He co-chairs the “Arab Governmental Committee on Elaborating a Draft Treaty on a Nuclear Weapons and Other WMD Free Zone in the Middle East” since 1996. Ambassador Al-Assad has worked for over 38 years in different specialized agencies and organizations within the Arab League System. He is a member of a number of think tanks and has a number of published researches, papers, and articles.

Prior to ICANN, she ran the research programme on “Global Internet governance and international information security” at PIR Center think-tank. Amano was born in Kanagawa Prefecture, Japan, in 1947. He started his studies at the University of Tokyo in 1968. After graduating from the Faculty of Law, he joined the Ministry of Foreign Affairs in April 1972.In 1973–1974, he studied at the University of Franche-Comté and in 1974–1975, at the University of Nice, France. Amano held different posts in the foreign ministry such as the Director of the Science Division and Director of the Nuclear Energy Division in 1993. As a member of the Diplomatic service, he was posted in the Embassies of Japan in Vientiane, Washington and Brussels, in the Delegation of Japan to the Conference on Disarmament in Geneva and was Consul General of Japan in Marseille. In August 2002, he was appointed Director-General for Arms Control and Scientific Affairs, and in August 2004, he was appointed Director-General of the Disarmament, Nonproliferation and Science Department. In 2005, Amano served as the ambassador from Japan to the IAEA. From September 2005 to September 2006, Amano served as the Chairman of the IAEA Board of Governors. Club Member since 2011. Hideo Amma was a Correspondent in the Foreign News Division of the Japan Broadcasting Corporation (NHK), which he joined in 1990. He was a Foreign Correspondent for NHK in the Vladivostok Bureau from l998-2001, during which he reported on the social, political and economic affairs of the Russian Far East and Mongolia and the influence of Islamic extremists in the former Soviet Union. Since returning to Tokyo in 2001, he continues to report on the region and has produced two highly regarded documentaries on the post 9/11 situation in Central Asia and New York. In 2002-2005 served as Deputy Spokesperson of the Federal Foreign Office. Worked in German Embassy in London (2005-2006). Served Deputy Head of Mission at the German Embassy in Helsinki in 2007-2009. PhD in Economics, Ambassador Extraordinary and Plenipotentiary. In 1978 he graduated from the Moscow State Institute of International Relations. He served for the Ministry of Foreign Affairs (MFA) of the USSR and Russia in various positions at central office and abroad over 30 years. Since 2004 - Director of the Department for Security Affairs and Disarmament of the Ministry of Foreign Affairs. He has broad experience in negotiation processes. He was a head of Russian government delegations at negotiations on the Treaty on Non-proliferation of Nuclear Weapons, Review of Inhumane Weapons Convention, Elimination of Chemical Weapons Convention, Elimination of Biological Weapons Convention, Treaty on Strategic Offensive Arms. He was the head of Russian delegation at the talks with the U.S. on new START treaty. From February 2, 2011 to December 28, 2016 he held the position of a Deputy Minister of Defence of the Russian Federation. In this post he oversaw the issues of international military cooperation and organization of contacts between the Ministry of Defence and military agencies of other states. On December 28, 2016 President Vladimir Putin appointed him as Deputy Minister of Foreign Affairs of the Russian Federation. He is currently responsible for the military and political issues. PIR Center Advisory Board member since 2000. Member of the SuPR (Sustainable Partnership with Russia) Group since 2009. Member of the PIR Center EKS Working Group on International Cooperation in Mass Destruction Weapon Nonproliferation and Physical Nuclear Safety since 2012.

Dr. Arbatova is also Director of the Center on International Relations at the Russian Academy of Sciences’ Institute of Europe. In November 2003, she was granted the Onassis Foundation Professor fellowship and worked at ELIAMEP (Hellenic Foundation) on European Security and International Terrorism: The Balkan Connection. Dr. Arbatova received her Ph.D. in History from the Institute of World Economy and International Relations. In 19981999 she was visiting researcher at the Department for Strategic Studies at the Swedish National Defense College.

After she left the company, she became a consultant, specialized in strategies formulation and implementation, new projects, and management of change. Ms. Arguello pursued Defense and Security studies (Master level) at the Escuela de Defensa Nacional, Argentina. As a part of her academic activities, she is currently developing the brand new Regional Postgraduate Course on Disarmament and Nonproliferation, to be launched in 2009. For several years she has been teaching a four-week Seminar on the matter, open to the public. Her former teaching experience also includes topics like Modern Physics and Management, at several universities and institutes. Member of PIR Center International Expert Group since 2010.
