Cooperation between PIR Center and the Library of the First President of Republic of Kazakhstan – The Leader of the Nation

MOSCOW – ASTANA, NOVEMBER 6, 2015. PIR PRESS – “We work closely with Russian, Chinese American, European and Central Asian think tanks. The Memorandum we have signed with PIR Center serves as an extension to our practical cooperation, a development for joint research and education programs that enhance mutual understanding between our countries. This work not only facilitates expert dialogue but also promotes development of human capital,” – Timur Shaymergenov, Deputy Director of the Library of the First President of Republic of Kazakhstan – The Leader of the Nation.

PIR Center and the Library of the First President of Republic of Kazakhstan – The Leader of the Nation started implementing the Memorandum of Cooperation that was signed on October 6, 2015. Deputy Director of the Library of the First President of Republic of Kazakhstan – The Leader of the Nation Timur Shaymergenov wrote an article “Silk Road Economic Belt: the Big Questions for the Big Project” (in Russian) for the upcoming issue of the Security Index Journal. A research officer of the Geopolitics and Regional Studies Service of the Leader of the Nation Library Kazbek Maygeldinov attended the International School on Global Security – 2015. Marian Abisheva, the Head of Service of the international and national programs of the Library renewed her membership in the International Expert Group of PIR Center.

In October 2015, PIR Center officials visited Kazakhstan on a business tour. As part of the trip PIR Center Director Albert Zulkharneev and “Russia and Nuclear Nonproliferation” Program Director Andrey Baklitskiy visited the Executive Office of the President of the Republic of Kazakhstan and met with the Head of the Chancellery of the President Makhmud Kasymbekov. PIR Center experts were briefed on the recent reform package unveiled by the President of Kazakhstan, and 100 Concrete Steps for implementation of the reforms.

This work not only facilitates expert dialogue but also promotes development of human capital,” - emphasized Timur Shaymergenov, Deputy Director of the Library of the First President of Republic of Kazakhstan – The Leader of the Nation.

PIR Center’s Director Albert Zulkharneev stressed opportunities for productive cooperation between the two institutions. He pointed out that the main aim of the memorandum was to create provisions to facilitate free exchange of ideas between experts, implementation of research, education and information programs concerning Russia-Kazakhstan bilateral relations. “We have experience of fruitful cooperation with different institutions in Kazakhstan, and we have many friends in this country. Kazakhstan today appears to be one of the few CIS member states that are have no conflicts with other states of the Commonwealth and enjoy good relations with its neighbors. This fact enhances Kazakhstan's role in peace and security dialogue. We are glad to find a new partner in Astana” - Albert Zulkharneev said.

In the course of the visit to Astana, PIR Center experts Andrey Baklitskiy and Alexandra Kulikova gave open lectures at the Library of the Leader of the Nation. Officials of the Executive Office of the President, the Ministry of Foreign Affairs, the Ministry of Defence, the National Security Committee of the Republic of Kazakhstan, as well as the EU delegation to Kazakhstan, officials from Russian and US embassies, and representatives of expert community attended the lectures.

At the opening of the event, the Deputy Head of the Chancellery of the President Bakhytzhan Temirbolat highlighted the importance of the nuclear nonproliferation agenda for Kazakhstan. “This conference practically contributes to nuclear nonproliferation issue in the region. Kazakhstan promoted several initiatives, the latest at the 70th Session of the UN General Assembly, proposing a universal declaration to achieve a world free of nuclear weapons. At today's conference this topic is discussed in practical terms by Russian and Kazakh experts” - Bakhytzhan Temirbolat concluded.

“Russia and Nuclear Nonproliferation” Program Director Andrey Baklitskiy presented a report on nuclear energy development and nuclear nonproliferation issues. He mentioned that nuclear nonproliferation regime embodied in the NPT is effective. “Only four new nuclear states appeared since the adoption of the Nuclear Non-Proliferation Treaty – namely, India, Pakistan, Israel and the DPRK. Broadly speaking, the regime works, and we managed to avoid the world where every state has nuclear weapons and the humanity lives waiting the inevitable nuclear war” – the expert considers.

Alexandra Kulikova, PIR Center Program Coordinator “Global Internet Management and International Information Security”, spoke on new challenges and threats that governments and business face in the information space. “Ironically, states that are not on the highest level of technological development and digitalizing of industrial control systems, gain an advantage of this situation as they are to a lesser degree subject to cyber-threats” – program coordinator said.

PIR Center experts’ visit to the Library of the Leader of the Nation received wide coverage in local mass media. The “Kazakstanskaya Pravda” newspaper, “Vlast” magazine, B-News and Kazinform news agencies covered the visit (in Russian).
