PIR Center is taking part in the 10th NPT Review Conference on August 1-26, 2022, where for almost a month at the UN headquarters in New York, delegations from 191 signatory countries of the NPT will discuss the implementation of this important agreement in the field of international security.

This research paper attempts to place nuclear disarmament and arms control in the context of the sustainable development agenda. In particular, the paper examines the possibility of applying the experience and specific mechanisms of the 1997 Kyoto Protocol to create new incentives for nuclear arms control and disarmament. Considering the devastating environmental consequences of nuclear weapons use, the nuclear-weapon states should take responsibility for possessing nuclear weapons just as they took responsibility for carbon emissions.

The 2022 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons, inherited from covid 2020 and repeatedly postponed due to the raging pandemic, opens in New York on August 1. Four weeks of work of the NPT member States delegations – what will it be: a breakthrough to a more reliable cementing of the Treaty? Beating around the bush and straining to demonstrate its own indispensability? Or a harsh disputes that will call into question both the value and the effectiveness of this document?

Training Course “Global Internet Governance and International Cybersecurity for Young Experts”

On March 17-19, 2014, PIR Center holds the Training Course entitled “Global Internet Governance and Cyber Security for Young Experts” for young officers, private sector experts and members of the research community from Russia and CIS countries.

World economic and political changes and technological development increasingly transform an existing landscape and dynamics of the international security. The new opportunities, threats and challenges driven by the development and spread of information and communication technology (ICT) play central role in the agenda. The issues related to the development of digital technology and communications, cyber security and coordination of positions of stakeholders in the global Internet governance pose urgent and challenging tasks to diplomats, military representatives and other government agencies, expert community, as well as private business.


Key issues of the Training Course

* Information security of critical infrastructure facilities.

* Transformation of global architecture of Internet governance and privacy protection in the Internet.

* Basic principles and approaches towards the Internet governance: the advantages and contradictions of the multistakeholder paradigm.

* International legal regulation of cyberspace and the prevention of the use of information and communication technologies (ICT) in the military and political purposes. Does the world need a "cyberNPT"?

* The operation and development of the global domain name system (DNS): prospects and potential international political effects.

* Identification in the Internet: challenges, ambitious approaches and international experience in Russia and CIS countries.

* Major threats in cyberspace and transborder cybercrime: tackling threats and idenifying key trends in Russia and globally.

 

PIR Center invites young employees of government departments, graduate and postgraduate students, faculty and staff of universities and research institutions, the private business in Russia and the CIS countries to meet key Russian and foreign experts in the field of international information security and Global governance internet in order to get the most complete information and exchange views on key developments and trends in the areas of international cooperation in the fight against cybercrime and cyberterrorism, the legal regulation of cyberspace, protecting critical infrastructure from cyber threats , transnational identification and development of the Internet global network management system.

Course program:

* 10-12 thematic lessons, each lesson includes a lecture by the expert on the subject and its discussion with the participants. In order to prepare for the meeting with experts the necessary materials will be available at the PIR Center website 20 days before the course starts.

* Expert roundtable on the prospects of the global architecture of Internet governance and the protection of privacy on the web after the revelations of Edward Snowden.

* Debates on advanced approach to the global Internet governance.

* Familiarity with the opportunities offered by the PIR Center in Moscow for the development of education and professional development in the field of cyber security and international information security, global Internet governance and other aspects of international relations.

* Perhaps a consultation on research paper with PIR Center expert for program participant (questions it is desirable to consult prior to the program)

The working language of the program is Russian.

PIR Center invites young Russian and CIS experts to take part in the Training Course. Ther target audience of the Course includes: 15-17 young professionals (under 35 years) engaged in professional activities in the ministries of Foreign Affairs and Defense of Russia and other CIS countries, studying and working in research centers and universities, as well as those employed in non-governmental and private sector in the industry of information technology, consulting, business venture.

The Training Course is conducted in cooperation with the Internet Support Foundation (Russia) and the Internet Corporation for Assigned Names and Numbers (ICANN).

 

Terms and Conditions

The Training Course will take place in Moscow. PIR Center will be ready to cover accomodation costs for non-Moscow residents, three meals daily will also be provided. Also, lunches and dinners will be provided for all participants of the Training Course.

All participants will be provided with necessary literature and handouts.

The costs of travel to-from Moscow wil be covered by directing party. PIR Center will be ready to consider the payment of travel to limited number of participants from Russian regions and CIS countries. Participants will be asked to specify the request for reimbursement of travel costs by PIR Center in their applications.
