30 years ago, on July 31, 1991, in Moscow, the USSR and the United States signed one of the basic agreements in the field of arms control: Strategic Offensive Arms Reduction Treaty (START-1). As described by the President of the USSR Mikhail Gorbachev, the person who signed this agreement on the part of the USSR: "This is not just a historical date. This Agreement became the basis of all the agreements that were made later."

This work continues the cycle of publications of the PIR Center devoted to the elements of the "strategic equation" proposed by Russia as the basis for a new architecture of strategic stability. The goal of the project is to find ways to "correlate" various weapons systems within a single equation or system of equations in order to offer solutions acceptable to Russia during future negotiations on strategic topics.

PIR Center values PIR Alumni Community, which includes more than 1000 people - PIR Center alumni, current employees, interns and consultants of PIR Center, members of PIR Center Executive Board, representatives of PIR Center Advisory Board. In order to maintain strong ties with the members of its "Community" PIR Center is launching a survey among alumni of the Education & Training Program projects. Thanks to this initiative, alumni will be able to stay in touch with PIR Center, receive latest newsletters and have a channel for cooperation.
